WMAD's application would downgrade the station from a class B1 to class A, at 620W, diplexed from the WIBA-FM antenna on the Madison Community Tower. They currently run 5.1KW from a tower along highway 12, near Springfield. As the application shows, there would be a large loss in coverage area, although it puts the 70 dbu contour over the Madison metro area. To get the WMAD city of license changed to Cross Plains, they propose changing WIBA-FM's city of license to Sauk City.

I'm not a broadcast engineer, but I'm surprised by this application. WMAD already has good coverage in Madison. Going to a relatively low ERP (620W), are they going to have building penetration issues?
