I rather doubt the parents of any of the kids on the school bus feel the same way.  God forbid we hold anybody responsible for their actions.

I understand parents may be upset, no doubt it could have been a real emotional time for them and the children, although none of the accounts I read indicated there was any trauma.

The justice system works on evidence and the possibility of a meaningful conviction. The DA has to look at it realistically - does he have a chance of winning the case? What was the damage? Who was harmed?

Now, the driver, who apparently was fired may have cause for a civil action against the morning show personnel and the radio station owners.

Luckily, his charges from a few years ago had no bearing on the D.A.'s decision.
