Fisher didn't do it because their now-gone Technical Director was anti-HD Radio, and *their* company didn't invest in it. (Hi Kelly!)

Uh - not quite.

The decision not to install HD was made by the prior engineering manager and the GM (who's now Fisher's VP/Operations). The fact that Fisher didn't invest in iBiquity had nothing to do with their decision.

HD Radio wasn't being implemented when the previous engineer was at Fisher Radio Seattle.  Kelly Alford was indeed the one who discouraged Fisher management not to go IBOC/HD, despite corporate pressure from the HD Alliance, Ibquity and other broadcast groups and peers around the country.  From what I understand, it wasn't because Kelly was against HD, but that he felt the company could be spending money on capital projects that would have more of an impact today.  To credit of the Fisher corporate management, at least they listened and Fisher avoided making an ill timed investment in something that hasn't yet panned out.

And to clarify, one doesn't have to invest in Ibquity or the HD Alliance other than paying the licensing fees.
