FM Part 15 fieldstrength limit

I saw a posting on a different board and thought it would be a good question for  the Community Radio board.

What is your opinion regarding the uselessly low field strength limit for Part 15 FM?

Do you think there will ever be any success in getting a viable micro radio service that does not require kilobucks and FCC bells & whistles that the "average" person could legally partake in?

Just some food for discussion..........

My comment is this.  Part 15 on AM and FM was orginally intended to allow personal use of the airwaves, meaning phono oscillators, and personal short range transmissions.  You are right: the field strengths are useless unless you just want to cover your property. With the limited range permitted, no, I do not see success in a viable service using part 15.  Others will claim success, but it depends on what you think success means.
