Not necessarily.  You're making the assumption that all of Howard's listeners listen to rock radio.  That's not the case.  In fact, it's been shown that many Stern affiliates experience a severe dropoff in listeners after he signs off for the day.  WCCC's active rock format targets 18-34 males, while Howard's show is decidedly a 25-54 program. Stern is not only on rock stations, but also on FM talkers, a few CHR/Rhythmics, even a couple of "Jack" stations! His appeal extends far beyond rock radio, and so do his listener's tastes in music.

Having said that, I agree that WCCC will be fine, simply because they're the only current-based rock station in the region.  They will take a hit when Howard leaves but it probably won't be as pronounced as it will be at other Stern stations around the country.  However, if the numbers do go down dramatically, I wouldn't be surprised to see more gold titles added to their library since younger listeners aren't flocking toward active rock and alternative stations the way they once did.
