"Free Speech" Pirate in Poughkeepsie area

I just heard something interesting that must be a pirate. Just tuning up the dial, I noted "Free Speech Radio Network" on 96.5 FM between 6:30 and 7:00pm.  This apparently is a legitimate politcial commentary radio program, associated with Pacifica (WBAI).  On 96.5, the signal was loud and clear, with nice audio.  When the program ended at 6:59pm, there was a few seconds of dead air, then the "pirate" transmitter was turned off.  No ID.  No further programming.  No WBAI local content.  

Anyone know anything about the whereabouts of the 96.5 pirate transmitter??  Anyone with any more info??  With its nice signal, it must be in the Poughkeepsie area, unless it's running serious power.

In addition to sending it out over satellite, Pacifica streams "Free Speech Radio News" on-line daily as a downloadable .mp3 file. That may be where the "pirate" is getting the program.
