Why do they have to show repeats of America's Next Top Model? Can't they show something new in that slot?

After seven years Smallville is starting to showing its age. This year's season finale was lame. I can already tell you what happens next season, but I won't because I don't want to be called a spoiler. Anyways I would be curious if Smallville has kept it's audience or have they lost viewers? The show was one of the top rated programs on the old WB network.
