KPTO... Huh?

What's the deal with KPTO 1440 Pocatello?
Playing easy listening movie themes with occasional Pink Floyd's The Wall cuts among other strange things.

Why?

Maybe they had to get on the air to get the license? Then... file for "financial difficulties" with the FCC and have 5 more years off air? Or for that matter, they just have to broadcast a bit to get an active license then can go off the air after documenting it - what is it, once every 2 years to keep a license active?

Been hearing them over in Boise for a few months now just after sunrise. They only have to be on the air once in a 12 month period. Can't find in the regs any mention of how long that on-air period needs to be.

KPTO was definitely on the air when I passed through Pocatello in September 2007. No ID heard in well over an hour of listening...

I've heard an ID. Played over the music around the top of the hour. Maybe triggered by a lamp timer?
