Finding talent

If an on-air employee is hired and being paid to watch the automation, dub network spots, and are told they can only go on-air maybe twice an hour to do a live read, do time and weather, etc... then they have no opportunity to show what they can do to enhance things.  So, they become easily expendable even with budding talent.   Would there be value to using overnight hours, maybe even some after 10 or 11pm weekend hours, to have good employees who you, as management, have some belief and faith in... to give them an opportunity to develop and do a sellable show, and show what they can do?
