New FM in Shelbyville/Tullahoma

I'm hearing a new FM in the Shelbyville-Tullahoma area on 93.9.  ID's are calling the station the "duck".  Format appears to be AC (at least that's what the RDS says).  What does anybody know about this station?

I checked Radio-locator and there are no really close AC's on 93.9.  Sometimes R/L is late and on a couple of occasions missed CP's.  If R/L is correct, and this is not some kind of FM ducting or skip, could this be a pirate with RDS?  If they are legal, there should be a top of the hour ID.  I am sure the sells crew would want some kind ID, legal or not!

The FCC lists a CP for WDUC/ Lynchburg, Tn. It's a class A station, they may be doing some testing since the FCC site doesn't show a licensed station just a CP. The owners are Valleydale broadcasting.
It looks like the owners are from Birmingham, Ala.
