The KOCILP met the FCC mileage separation requirements to be on 101.5. KWVSLP Malibu is also on 101.5. There is not a lot KGB-FM can do about the stations except move them to other frequencies. Since neither station is causing "interference" by the FCC's definition, KGB's hands are tied.
KGB-FM is a regular on 101.5 in LA and these 2 LPFM's are most likely on 101.5 as the only frequency the meets the FCC allocation criteria in their areas.
