I'm not aware of this frequency being used for broadcasting or even amateur radio anywhere in the world.

One channel's worth of spectrum in the middle of the UHF TV dial is not assigned to TV broadcasting -- it's assigned to hams -- who have used it to transmit information about amateur radio to the general public...)
