The Alternate Development of TV in Latin America

Some time ago, there was a discussion on the Classic TV message board about the alternate history of American television. It touched on a number of things that might've made TV a little different. For instance, there was some discussion as to how TV in the U.S. would've fared if the original lineup of 18 VHF channels (2-18) remained intact, instead of being reduced to the present dial of 12 VHF channels (2-13). Since the Latin American board occassionaly has topics on television and things related to television, I thought I'd try to bring up this interesting and intriguing question.

My question is this:
How might an expanded VHF dial have affected the development of television in Latin America as a whole, particuarly in South America for instance?
