Question about the 97.7 pirate and the 97.5 move in

When 97.5 moves into the Philly Market using a tower in the Wyndmoor section of the city, will this action call for the demise of the pirate on 97.7.  This pirate has been around a long time with no one actually complaining.  Now that there will be a legal transmission on 97.5, will the FCC take action when the owners complain.  The pirate is strong in the Center City area and in a radius of 5 miles from C.C.

The pirate will be obliterated by 97.5, so he may move to another frequency instead.
