Wrong!  If you don't intend to fill a position,you don't have to post an opening.

Actually it isn't entirely "wrong". The FCC has very strict rules governing equal opportunity employement initiatives. If there are no openings, a good showing must still be shown on the annual EEO report that the station is following EEO rules snd regulations, mainly to show the station is not discriminating in its employment recruitiing and selection practices.

But you still can't prove that the reason comes down to no one is listening. If you make that statement,you need to be able to back it up.
