KSDW application for Aux.

The ex-Penfold 88.9 wishes to augment it's 1 watt backup site(Temecula) with one co-located on the Mt Palomar site.
Full power at 270 watts, it's unknown if a duplicate power source will be utilized.Past weather-caused outages were
made all the more difficult, as the truck trail would become impassable.
