@Landtuna: Your story is fairly accurate in 2012 in some major cities - because with high fares, it's the transportation authorities that are the muggers!  Shocked

Everything's going up.  When I used the Golden Gate Bridge in the 60's the fare was 25 cents each way.  Now I hear it is $6 one way.  Since the tolls collected are far in excess of that required to maintain the bridge itself (instead going to the BART system) yes, I would call that a mugging.   Angry

I honestly do not know. If the bridge was around in the 60's, it is justified that it either had to be rebuilt from scratch or at least repaired to a "state of good repair". Either way, the repair team does not work for free.
Outside of that, I agree, you're being robbed!
