There was a similar ad back in the early 90s for a tv antenna that was shaped basically like a satellite dish. It ran in Parade Magazine and a couple of other newspaper supplents, I think.
The gist of the ad was basically the same as this antenna ad but they were more honest:
"YOU CAN GET ALL KINDS OF FREE CHANNELS" then there'd be fine print "works best within sight of transmitters"
"YOU NEVER HAVE TO PAY CABLE PRICES AGAIN" then the fine print said "because you're not getting cable services."
For every claim they made, they had a disclaimer. I carried that ad around for years, because it made me laugh then, and still does, before someone stole my backpack I carried it in.

So then, what happens if a new show that's obviously not one of the prescribed 953 premieres? Does the "Clear-Cast" device block it or something?

It's the same firm. Company called "Universal Media Syndicate" (not to be confused with the legit syndication firms Universal Features Syndicate or its spin-off, Andrews McNeel Universal), http://universalmediasyndicate.com/ (dossier: http://bbb.org/canton/business-reviews/advertising-agencies-and-counselors/universal-media-syndicate-inc-in-canton-oh-12001738 ) They run these B$ ads in the Columbian, too.
