Much of the delay in getting paid was intentional and was called "playing the float".  The "float" is the time it takes a paper check to travel from the payer to the payee.  During this time the funds are technically available to be used for another purpose.  I once worked for a Fortune 100 company, based in Silicon Valley, who used an East Coast bank in order to float their payroll for 3 days per pay cycle.  The money earned on the float was significant.

Then there are the small agencies, who must all have houseboats....they'll float along for months on our money!

Has anyone ever sent a slow paying agency's client the bill.  Especially if it is more than 90 days old?

I may have done worse than that.  I had one client who was 6 months late.  I was about to call in the collection folks.  Before I did that, I spoke (confidentially) with some other business associates of the client to get some inside scoop on what was going on internally.  Glad I did, because they ultimately paid me once they knew their reputation was at stake.
