Except that this reception, while equally remarkable for the distance, is Puerto Plata, Dominican Republic, FM Fantasía, 90.5 FM.

A good clue would be that the audio clearly had a number of screaming commercials and commercial jingles. In Puerto Rico, stations below 92.1 don't run that kind of commercial, just like the rest of the USA.

edit/addendum: and also Radio Heavy, when I could catch them. Sigh I miss those days.... I was in 9th-10th grade.
