CKIC-FM 92.9 FM going dark

CKIC-FM will be going dark at 16:00 local time July 4. This is due to both money matters and changes by the CRTC in regards to college/university stations.

They pulled the plug at 15:47 local time right in the middle of a song. Before that they ran clips of ID's and program intros.

In a nut-shell, what CRTC changes are affecting the college/university stations? I'll put my tin-foil hat on and say, it would be ironic if the CRTC changes have a negative impact on college/university stations, while the CBC tries to lure their traditional demographic.
