America's Radio News Names KSFO-AM and WTNT as affiliates

How can WTNT and KSFO have Americas radio news in markets where KCBS all-news and WTOP all-news are on the top 5 in their markets. and KGO and WNEW are still finding a mechanism to compete with the top stations in the market.

How can WTNT and KSFO have Americas radio news in markets where KCBS all-news and WTOP all-news are on the top 5 in their markets. and KGO and WNEW are still finding a mechanism to compete with the top stations in the market.
According to their websites, WTNT is running this 6-9am, KSFO 3-5am.  The rest of the time they are running talk shows, mostly political.

ARNN only works in Small markets that don't have a local News staff in the area. I'm not sure what the average national ratings are for ARNN compared to Fox Radio News, CBS Radio News, NBC Radio News, and ABC/CUmulus E/I News.
