I will have to give him a listen again.  He sounds like a real nice guy, but he still needs some oomph or something.  He's definitely easier on the ears than Al Franken.

No, he's from Lansing, Michigan and attended Michigan State University in East Lansing.  His show is not carried in the Lansing market (his home market), although it is carried in Grand Rapids.  

His website bio says he is a founder of the New England Salem Children’s Village and Hunter School, both of which are in New Hampshire, not Vermont.  His bio says he worked in radio early in his career (it does not say where), and then worked with people with Attention Deficit Disorder.  His bio adds he is trained as an NLP Practioner and Trainer (that's Neuro Linguistic Programming, the same technique that is the basis of Tony Robbins' seminars and tapes) and continues to lead self-improvement courses and workshops.  Bios in connection with his work on ADD mention he lived in Central Vermont (outside the Burlington market), was a guest lecturer at Goddard College in Plainfield, VT and is "rostered" with the state of Vermont as a psychotherapist.  Multiple websites indicate that when he began his national show on Sirius, he broadcast from a home studio in Montpelier (again, not in the Burlington market).

I find no reference to Hartmann working in radio in the Burlington market or in either of two other radio markets in Vermont.  

In any case, being a former or even a current resident in a town is not enough to get your syndicated show carried locally.  If you don't believe me, ask Big Ed.

But as you note, he does have some history in the state, even if he was not born there.  I didn't think, unlike others, that he was a Burlington market resident.

Good point.  I was just pointing out that WVAA may have carried him because of his relative affinity for their state, and if I recall correctly, a number of his early syndicated affiliates...when he started doing his show from his home in that state...were in that region.

It may have been a reason for WVAA to pick him up over Franken live...it doesn't mean they'll have to carry him forever.
